How to Choose a Step Ladder for Home Use

Choose a self-supporting step ladder with:
- Duty rating above the total expected load
- Enough height to reach without standing on prohibited steps
- Locked spreaders
- Stable feet
- Material suited to electrical conditions
- Traceable safety labeling
- No structural damage
OSHA requires portable ladders to be used only for their intended purpose, placed on stable and level surfaces, inspected for defects, and kept within their rated load.
Calculate the total load
Add:
Total load = person + clothing + tools + materials.
Example:
- Person: 190 lb
- Clothing and shoes: 8 lb
- Paint and tray: 20 lb
- Tools: 12 lb
Total load = 230 lb.
A 225-pound Type II ladder would be undersized for that use.
American Ladder Institute guidance says the duty rating includes the user and everything carried or supported by the ladder.
Understand duty ratings
Common duty ratings include:
- Type III: 200 lb
- Type II: 225 lb
- Type I: 250 lb
- Type IA: 300 lb
- Type IAA: 375 lb
These are maximum total loads, not suggested user body weights.
Choose margin above the calculated load.
Do not exceed the rating because the task takes only a moment. Gravity has not historically recognized brief exemptions.
Choose the required height
The highest safe standing level on an ordinary step ladder is normally below the top cap and top step.
American Ladder Institute guidance places the highest ordinary standing level slightly more than two feet below the top.
Choose enough height that the user can:
- Face the ladder
- Keep the body centered
- Avoid stretching sideways
- Keep three points of contact where practical
- Work below shoulder strain
Do not buy a short ladder on the theory that standing on the top cap adds a free step.
Fiberglass versus aluminum
Fiberglass
Advantages:
- Nonconductive when clean and dry
- Good choice where electrical exposure may exist
- Stiff construction
Tradeoffs:
- Heavier
- Can develop fiber damage
- Usually more expensive
Aluminum
Advantages:
- Lighter
- Easy to move
- Corrosion resistant
Tradeoff:
- Conducts electricity
OSHA requires nonconductive side rails where the user or ladder could contact exposed energized electrical equipment.
No ladder should be used near overhead power lines without a safe professional plan.
Inspect the spreaders
A step ladder must fully open and lock.
Check:
- Both spreader bars
- Hinges
- Rivets
- Platform
- Braces
- Feet
- Steps
- Rails
OSHA requires locking devices on self-supporting ladders to remain engaged during use.
Do not use a partly opened step ladder leaned against a wall unless the manufacturer explicitly designed it for that configuration.
Check the feet
Feet should be:
- Present
- Clean
- Unworn
- Appropriate for the surface
- Free from oil or paint
Use the ladder on a stable, level floor.
Do not place it on:
- Box
- Table
- Loose board
- Bed
- Stairs without an approved adjustable design
- Wet tile
- Uneven soil without stabilization
Consider a platform ladder
A platform model can provide:
- Larger standing surface
- Guard rail
- Tool tray
- More comfortable extended work
It still has:
- Rated platform height
- Load limit
- Approved standing surfaces
- Setup requirements
A tool tray is not a step.
Inspect before every use
Remove the ladder from service when it has:
- Cracked rail
- Bent step
- Loose rivet
- Missing foot
- Failed spreader
- Split fiberglass
- Corrosion
- Improvised repair
- Paint hiding structural damage
OSHA requires defective ladders to be marked or tagged and withdrawn from use until repaired properly or destroyed.
Do not repair a structural rail with screws, tape, or optimism.
Carry tools safely
Use:
- Tool belt
- Hoist line
- Tray within its rating
- Assistant
OSHA says users should not carry objects that could cause loss of balance while climbing.
Keep at least one hand available to grasp the ladder during ascent and descent.
Verify labels and recalls
Look for:
- Manufacturer
- Model
- Duty rating
- Ladder length
- Material
- Safety instructions
- Recognized standard markings
Search the exact model through CPSC before buying a used ladder.
Reject a ladder with missing identity labels when its capacity and history cannot be verified.
Bottom line
Choose from total load, safe standing height, material, spreader design, and surface conditions.
The correct ladder lets the user reach the task while remaining on an approved step. The wrong ladder relies on tiptoes, sideways leaning, and the household belief that this will probably be fine because someone is “just changing one thing.”
